All competitions will be run according to the competition rules of the Springwood & Districts Basketball Association Inc. ( a member of BNSW), specific to competitions held at the Blaxland High School & Community Sports Centre.

1. UNIFORMS

Uniform code
1.1 All players must be correctly attired to take the court. Any player out of uniform will result in that team not receiving points for the game, although the game will not be awarded as a forfeit to the opposing team.
1.2 Each player in each team must wear the uniform applicable to his or her team.
1.3 Each team must be similarly attired in the uniform applicable to their team.
1.4 A uniform comprises of
1.4.1 SHORTS
1.4.1.1 All shorts must be black in colour, however a team can wear shorts of a different colour provided that they are all the same design & colour and tie into the design & colour of the singlet.
1.4.1.2 Scrungies & bicycle pants under the shorts may be worn.
1.4.1.3 Only one logo is allowed on a pair of shorts.
1.4.1.4 Any logo carried on the shorts is to be no larger than 65mm by 90mm.
1.4.1.5 Shorts may not have pockets, zippers or buckles.
1.4.2 SINGLETS
1.4.2.1 All team singlets must be the same colour, design and must be reversible for all new singlets.
1.4.2.2 All team singlets must be numbered – 4 to 15; 20 to 25; 30 to 35; 40 to 45 and 50 to 55 inclusive.
1.4.2.3 T-shirts worn underneath singlets must be the same colour as the main singlet colour.
1.4.2.4 The new rule for playing singlets to be tucked in, waived for all social competitions.
1.4.2.5 Sponsors logos & names, team name, player names can be printed on singlets, but must not interfere with the singlet numbers.
1.4.2.6 For junior competition – U/8’s to U/22’s, all singlets must be reversible, with the reverse colour being white. Other reversible colours will be accepted, provided that the reverse colour is the same for all team members.
1.5 Teams must be in full uniform by the end of the fourth week from the start of each competition. There will be no exceptions, even if the opposing team agrees.
1.5.1 UNIFORMS
1.5.1.1 Teams must notify S&DBA office prior to ordering any sets of uniforms to ensure that there is no duplication or clash with other teams in that competition or clash with any S&DBA officials uniforms.
SENIOR TEAM COLOURS
1.6 as appropriate.
In the event of a clash of colours, the first mentioned team on the draw shall wear the alternate colour singlets or
JUNIOR TEAM COLOURS
1.7 In the event of a clash of colours, the first mentioned team on the draw shall wear the reversible colours.

 

2. TIMING OF GAMES

2.1 COMPETITION GAMES
2.1.1 Each game will commence at the time laid down on the draw & finish in time to allow the next game to start on time. This does not mean games will be cut down in time.
2.1.2 All games from U/8’s to U/22’s and all Senior games (including Veteran, Mixed & Open), will consist of two twenty minute halves.
2.1.3 The clock will not stop except for Referee’s time out in normal competition.
2.1.4 Any player fouled out or disqualified must be substituted immediately.
2.2 SEMI-FINALS & FINALS
2.2.1 There will be no semi-finals, finals or grand finals for Under 8 mixed or same gender games.
2.2.2 The Under 10 competition will play under normal competition timing.
2.2.3 Under 12 and up age group games will stop for free throws, time-outs and every whistle in the last three minutes of the second half.
2.3 GRAND FINALS
2.3.1 The Under 10 competition will play under normal competition timing.
2.3.2 Under 12, 14 & 16 division two & lower games will stop for three throws, time-outs and every whistle in the last three minutes of the second half.
2.3.3 All division one, all Under 18, 22 and all senior games will be fully timed fifteen minute halves.
2.3.4 In the event that there is only one division in a said age group, the timing regulations shall be as stated in by-law 2.3.2
2.4 The Referee in consultation with bench officials may amend scoresheets, if a discrepancy is found at half time or immediately after the game concludes & the error can be clearly recalled & confirmed.
2.5 Other than in 2.4 above, no change to the scoresheet should be made at half time or at the end of the game except to amend calculation errors or delete players’ names from the sheet who are not present to take the court.

 

3. FORFEIT, DUTY REQUIREMENTS AND PENALTIES

3.1 A team must have a minimum of four eligible and registered/affiliated players in full uniform at the start of the game. At least three of these players must be on the players list that were nominated for that team. A maximum of 2 fill in players will be allowed. Other players who may be late must have their name on the score sheet before the game commences to be able to take the court when they arrive. A late player must arrive and be available to play before half time. If a players name is not on the scoresheet, that player will not be permitted to take the court.
3.2 Any team playing an unregistered, ineligible, suspended or under another players name, will forfeit each game in which that player participates and a fine of $50.00 will apply to that team.

3.3 If a team does not have four players ready to take the court at the scheduled starting time of the game, the bench officials will start the clock and the opposition will receive 2 points for each minute or part thereof, that the team is late. The maximum number of points that can be given to a team under this by-law is eight. The ninth/tenth point constitutes a forfeit. (ie: The game is deemed a forfeit after five minutes has elapsed).
3.3.1 The team who is present & ready to take the court shall be deemed to be the winner, by forfeit and awarded 20 points on the final score of the scoresheet.

3.3.2.Friendly Game: Teams may play a ‘friendly’ game if possible. The team with insufficient players may borrow players from the other team or elsewhere in order for a game to proceed. In this case no forfeit fine would be charged and both teams would play normal court fees. The game will be called and recorded as a forfeit on the scoresheet before a ‘friendly’ game commenced. The scoresheet will still  be used as insurance and OH&S requires a record of games played.
3.4 It has been deemed by the S&DBA committee, that all U/22 and senior teams provide one person each to do their teams bench duty, on the game that their team is playing in.
3.4.1 All Senior, Opens & Veterans teams will need to make available two (2) persons to referee when rostered to carry out Duty. In the event that only 1 person is required to referee, the other person may be required to perform bench duty if needed, however By-law # 3.4 is still in force.
3.4.2 Failure to provide two (2) persons when rostered on for duty will result in loss of game points and may incur a fine of $50.00.
3.5 A team forfeiting a game shall lose two (2) competition points unless the forfeit is due to less than two players remaining on the court. (see also mixed competitions). In addition a team forfeiting a game due to insufficient players ready to take the court no later than 5 minutes from the scheduled start time, will incur the following fines.
3.5.1 Under 8’s to Under 22’s junior games shall incur a forfeit fine of $54.00
3.5.2 Senior games shall incur a forfeit fine of $73.00
3.6 Any team unable to make a scheduled game and who provides at least seven (7) days notice to an official of the basketball office, will be classified as losing the game. The forfeit fine will still apply, however no competition points will be lost.

3.7 If a team forfeits three (3) games, they may be disqualified from the competition and will not be allowed to participate in the current competition any further.

3.8 All players in any team liable to forfeit fines will be deemed unfinancial and ineligible to play . In order for that player to enter or play in any competition, his/her portion of the fines must be paid.

3.9 A forfeit/duty fine must be paid within seven (7) days of the fine being notified. All subsequent matches will receive no competition points until the fine is paid. Teams have the right to appeal in writing to the S&DBA committee. However, the fine must be paid within the seven (7) days in order for any appeal to be heard.

 

4. REGISTRATIONS

4.1 All players must be registered before playing in any trial or competition game. Any team playing an unregistered player will forfeit that game. Notification of registrations due will be provided to each team at regular intervals during the competition. The onus of proof of registration and/or affiliation lies with the player. Any player may be asked to produce registration forms, receipt or numbers at any time. It is the responsibility of the player/team to ensure that all team members are currently registered at all times during the competition.
4.2 The S&DBA committee will be responsible for the setting of the registration fees annually.
4.3 Referees, Coaches, Managers and other officials of the S&DBA must be registered.

 

5. FINALS SERIES

5.1 Semi-finals, finals and grand finals are to be played on the schedule dates shown. Exceptional circumstances may be considered if in writing to the S&DBA committee.

5.2 Prior notification of a forfeit of a Grand Final will lead to the next placed team being nominated to take its place. Five (5) working days notice must be given. Less than five (5) days notice will result in the team already qualified for the Grand Final being declared Premiers and the 3rd placed team declared as Runners Up.

5.3 For any Semi-finals, Final or Grand Final a team must have four (4) qualified and registered players to take the court. Any team, which cannot fulfil this requirement will forfeit their game and be replaced by the next team in the finishing order.

5.4 Any team who plays an unfinancial or unregistered player in a Semi-final or Final will have their game classed as a loss.

5.5 Any team who plays an unfinancial or unregistered player in a Grand Final will have their game classed as a loss.
5.6 PLAYER QUALIFICATIONS
5.6.1 A player must play more than 50% of competition games with a team to be eligible to play in finals series. For the purposes of qualification, from the start of the competition, Byes, No Point Games and No Games (Cancelled Games) will be included. Double Point Games and Double Point Rounds will qualify as one game. When a team wins a game on forfeit, only those players on the team game sheet will be noted as having played that game. It is the responsibility of players to ensure that names on scoresheets are legible, identifiable and have registration numbers available.

5.6.2 In the event of competition points being level at the end of a competition, finals standing will be determined as follows:

5.6.3 Two Teams Equal – The winning majority of games played between the two teams or, if this is equal, the greater difference of points for and against in games between the two teams, or if this is equal, the greater number of points scored in games between the two teams, or if this is equal, as per 5.6.4 below.

5.6.4 More than Two Teams Equal – The greater difference of points for and against in all competition games, or if this is equal, the greater number of points scored in all competition games, or if this is equal by a play off as determined by the Competition Coordinator.

5.6.5 For the purposes of such determination, a forfeit between two equal teams will be deemed to be the over riding factor of any other competition game. A forfeit will be classed, as a game result of 20-0 unless the game was in progress, in which case the score will stand if that team forfeiting was in arrears at the time of the forfeit.
5.7 Under no circumstances can a player participate in playing Basketball whilst he/she has a Plaster cast on any part of their body.

5.8 So that an injured player can participate in the Finals Series the following two rules must be adhered to:
5.8.1 The player must be on the nomination before the injury has taken place.
5.8.2 The player must provide a doctor’s certificate.
5.9 A player or coach representing the S&DBA in an officially sanctioned representative game will qualify on that day for playing in the S&DBA competition.

 

6. GRADING OF TEAMS AND PLAYERS

6.1 A team may draw a player from a lower division, but a player may only play a maximum of two (2) games in the higher division before being deemed a permanent member for the higher division. This player cannot then return to the lower division. Teams may draw from a lower age group without the above condition applying.

6.2 Any player filling in for a higher age group to overcome a temporary shortage must have an (*) after their name on the game scoresheet.

6.3 No player is eligible to play in more than one team in the same grade or age group of any competition with the exception of 6.1 above.

6.4 The S&DBA committee have the right to grade or re-grade any player or team. Initial grading will be delegated to the Competition Co-ordinator.

6.5 All teams must supply a list of players, addresses, phone numbers, registration numbers and other relevant data with the nominated grade on the relevant form prior to the start of the competition.

6.6 New players joining a team during the competition must be added to the team, by supplying their full details through the Player Nomination book, prior to the commencement of that player, playing with the team.
6.7 Team and player nomination fees will be set by the S&DBA committee, prior to the commencement of any competition.
6.8 A badged or practical referee will be given priority in controlling games over any no badged referee.
6.9 Any player nominated to play in any senior competition must be sixteen (16) years of age or older.

 

7. TRIBUNALS

7.1 Any player, coach or team follower disqualified (including a coach disqualified after three (3) bench technical fouls) during a game must leave the court area. Any refusal to leave should be notified to the Court Controller who has the the right to forfeit the offending player’s team and on a further refusal to impose an automatic two (2) week suspension. Any subsequent refusal must be referred to the S&DBA committee.

7.2 Any player, coach or team follower disqualified during a game must appear before the S&DBA Judiciary Tribunal. The Referee or Duty Official should note the disqualification on the back of the scoresheet and must complete a Tribunal Report immediately after the completion of the game and lodge with the Court Controller. It is the Disqualified person’s responsibility to supply their name, address and registration number. The disqualified person shall be notified in writing, within seven days, of the date of his/her Tribunal hearing.

7.3 A player may play until the Tribunal is heard. In the event of a suspension and subsequent appeal, a player is not permitted to play pending the appeal hearing.

7.4 A team, player, coach or team follower may be called on at any time to show cause why he/she should not be dealt with by the Tribunal.

7.5 The S&DBA has the right to take whatever action it deems necessary to ensure the game of Basketball and the S&DBA are not brought into disrepute by any team, player, coach, manager, official or supporter. Such action can be taken by reference of any matter to the Tribunal or S&DBA or committees or by direct action on the delegation of the said committees.

7.6 A Referee, Court Controller, S&DBA or official may report any person to the S&DBA committees to consider appropriate action.

 

8. COURT RULES

8.1 DUNKING
8.1.1 Dunking, under no circumstances, is permitted during official warm-ups or games.
8.1.2 Grasping the ring or violent dunking is not permitted at any time.
8.1.3 Hanging on to the ring is not permitted at any time.
8.1.4 Dunking on, grasping or hanging on Mini ball rings is not permitted at any time.
8.1.5 Hanging on or grapping at the Net is not permitted at any time.
8.1.6 The Court Controller or any S&DBA official may automatically suspend any player found guilty of the above for:
A) One month for a first offense.
B) Six months for a subsequent offense, and
C) One year for a third or further offense.
These suspensions can be appealed in writing to the S&DBA committee.

 

9. PERSONAL APPEARANCE

NAIL RULE
9.1 Fingernails are to be checked by the Referees before the commencement of the games.
9.2 Long natural fingernails, acrylic fingernails and taping of fingernails will not be allowed.

HAIR RULE
9.3 No plaits allowed
9.4 No plastic or metal Bobby pins or Hair clips.

JEWELLERY RULE
9.5 No Jewellery allowed (Plain wedding bands are permitted if taped with soft tape).
9.6 New pierced ears cannot be taped, and earrings must be removed.
9.7 No earrings of any type are allowed.
All officials should be courteous, polite and professional when enforcing these rules.

 

10. BENCH AREA

10.1 Teams shall sit on either side of the bench, in the area immediately outside the marked lines three (3) metres either side. Only substitutes ready to enter the game are permitted to sit between the marked line and the bench. It is the Coach/Team Captains responsibility to ensure that only team officials/followers/ supporters are seated in the area immediately adjacent to the marked lines.

10.2 Teams on the top of the Scoresheet are to be seated at the Scoreboard end of each Court.

 

11. PROTESTS/COMPLAINTS

11.1 A protest or complaint, to be heard, must be lodged within seven (7) days of the incident, in writing, signed by the captain, coach or manager and addressed to the Competition Co-ordinator.
11.2 All steps should be taken to resolve any protests/complaints at the time of the incident, by firstly notifying the Referee of the incident. In the event of an unsatisfactory outcome, the Court/Referee Controller should be notified. Once all these steps have been taken, and you are unsatisfied with the outcome, then By-law 11.1 is your avenue to take the matter further.

 

12. JUNIOR COMPETITIONS

12.1 All Junior teams up to Under 18’s (but including Under 22’s), must have a responsible adult in attendance at all games. The name of such non-playing official (or in the case of Under 22’s, playing official) is to be noted on the Scoresheet.

12.2 Representative Player Content Rule – Teams will be limited to two non S&DBA rep players. A point system will apply for the domestic competition allocating 3 points to a division 1 rep player, 2 points to a division 2 rep player and 1 point to a division 3 rep player. Teams are not to have more that 10 rep points. This does not apply to Under 22 or Open Competitions.
12.3 Mercy Rule:  When a team is 40 points ahead no further points will be added to either the scoreboard or scoresheet. No further points shall be recorded until the gap is closed to less than 40 points. 

12.4 NO ZONE RULE (UNDER 8 TO UNDER 14 COMPETITIONS)
Man to Man defence must be played in the Under 8,9,10,11,12,13 & 14 age groups. Zone Defence will not be permitted.
12.5 Coaches that suspect the opposition to be playing Zone Defence should have a registered Team Official to approach the Court/Referee Controller for adjudication. If the Court/Referees Controller reaches a decision that Zone Defence is being played the following procedure will be in place.
12.5.1 Firstly a reminder to the Coach that all players must play Man to Man Defence.
12.5.2 Secondly an Official warning to the Coach followed by a Bench Technical Foul for further violations of the No Zone Rule
12.6 All Under 8 to Under 10 (Miniball) competitions shall be played using an eight (8) foot ring.
12.6.1 A size 5 ball shall be used.
12.6.2 The cross court rule shall not apply.
12.6.3 Free throws are from the dotted line.
12.6.4 All players must take the court each half.
12.7 Under 12 & higher age groups competitions shall be played using a ten (10) foot ring.
12.7.1 Under 11/12 age groups shall use a Size 5 ball (Where there is a Mixed Under 12/14 competition, then a Size 6 ball shall be used).
12.7.2 Under 11/12 age groups shall shoot free throws from the dotted line (Where there is a Mixed Under 12/14 competition, only teams qualifying to nominate in Under 12’s shall be permitted to shoot free throws from the dotted line).
12.7.3 Under 13/14 age groups shall use a Size 6 ball, with all normal playing rules applying.
12.7.4 Under 15 & higher age groups shall use a Size 7 ball, with all normal playing rules applying.
12.8 Child Protection Policy – The S&DBA requires all Coaches/Managers to complete a “Consent Form & Prohibited Employment Declaration Form” under the “Child Protection (Prohibited Employment) Act 1998”.

 

13. INJURY

13.1 It is the responsibility of the coach, manager of an injured player or a player injured during a game to make sure that the injury is recorded on the back of the scoresheet, with the player’s name, registration number and witnessed by two officials. This is a requirement for any insurance claim that may be made. NOTE: Insurance Claim Benefits are limited. Details are available from the Court Controller or via the BasketballNSW site.

13.2 Any injured player should be removed from the court as soon as possible unless there is any risk of injury of a more serious nature. (E.G. Back or Neck injury).

13.3 The clock should be stopped while action on any injury is taken.

 

14. SENIOR MIXED COMPETITIONS

14.1 Male players only are permitted in the key area at the scoreboard end and female players only are permitted in the key area at the non-scoreboard end.

14.2 In the event of a dispute regarding ends, the referee shall toss for ends at the commencement of a game.

14.3 No more than two male players and no more than three female players shall be allowed on the court from each team at any one time.

14.4 A game shall be classed as a forfeit if a team has no male or no female players remaining on the court. The score will stand if the team forfeiting is behind or be classified as 20-0 if the team forfeiting is ahead.

14.5 Any other matter relating to competitions are to be determined at the discretion of the S&DBA committee.

 

15. PENALTIES

15.1 Playing a player not properly notified on team nomination, or added to that team through Players Nomination book. Loss of points for all competition games in which the player has participated.

15.2 Playing an unregistered, ineligible or suspended player. Loss of points for all competition games in which that player has participated & incur a $50.00 fine.

15.3 Any team who plays a player under someone else’s name. Will automatically forfeit each game that the player has participated in & incur a $50.00 fine.

15.4 Playing out of uniform. Loss of game points for that game.

15.5 Fail to pay fines. No game points awarded until fine is paid.
15.6 No Zone Rule is as follows:
An initial warning will be issued to the coach by the referee, followed by a Bench Technical Foul for further violations of the No Zone Rule (Refer to By-laws 12.3 and 12.4).
15.7 Failure to provide allocated Duty (Senior, Opens & Veterans).
Loss of game points & may incur a $50.00 fine.

 

16. CODES OF CONDUCT

16.1 The S&DBA support and abide by the BNSW Codes of Conduct incorporating zero tolerance for the domestic competition for Players, Coaches, Parents, Spectators and Referees (Copy of which are attached to these By-laws).
16.2 Any breaches of these Codes of Conduct, can result in disciplinary action by the S&DBA committees.

 

17. DEFINITIONS

For the purpose of these By-Laws, the following definitions shall apply:
1. “S&DBA” shall mean the Springwood & Districts Basketball Association Inc.
3. “THE TRIBUNAL” shall mean the Judiciary or Disciplinary Sub-Committee as determined by the committee of the S&DBA Inc.
4. “THE REFEREE” shall mean either person duly acting in the capacity of referee for the conduct of the game and the duration of the game as per the Rules of Basketball.
5. “THE COURT CONTROLLER” shall mean the person appointed by the S&DBA committee or Competition Co-ordinator to control the conduct of games or competition.
6. “S&DBA OFFICIAL” shall mean any member of the said Committees or person formally appointed by the said Committees.
7. “COMPETITION GAME” shall mean any game played including grading games played at the commencement of a competition.
8. “COMPETITION” refers to any competition conducted by the S&DBA and includes any trial games played and all Semi-finals, Finals & Grand finals.
